Issue with tape drive - Dell Powervault 132T - windows server 2003 master

I need a solution

Hello. Having issues installing a tape drive on a Windows 2003 Master. The OS sees both tape drives, have the same drivers, and the admin gui for the Dell powervault runs all diagnostic tests / checks fine. It sees two drives and one robot.

 

When I set this up in NB, it consistently identifies drive .001 as a stand alone drive. NB adds the robot and drive .000 fine.

I have tried:

Removing the tape drives from the device manager, rescanning for changes, etc. Both drives consistently come back under 'Tape Drives" as IBM Ultrium-td3 SCSI Sequential Device".

nbemmcmd - deletealldevices -machinename NAME -machinetype media

re-ran the wizard, still shows up as this:     my problem is drive .001 - what's the deal with the limitations listed? In looking at the details, it just says

"unable to determine robot type. Drive is standalone or in unknown robot. The robot drive number for this drive is unknown".

I had a ticket opened with Symantec, and they state it is a hardware issue. I have a contract with Service Express for hardware fixes, etc, and they state the drive is in 100% working order. So, we are at a finger pointing stage. Anyone have any tips / hints? It would be greatly appreciated.
